Who exactly are 'those in government' that you would like to pay for the programs? Do you mean the people who work for the government? They are mostly normal citizens working a 9-5. If you mean senators and congressmen then there is a little money there, at least at the national level. But at the end, there isn't anyone in the goverment who can pay for anything because the government doesn't have any money. Everything the government has is taken from the people, even the money used to pay your local Secretary of State clerk.
