your point is well taken, but the key words here are
willfull
and
truant.
not "out sick"
maybe local police officers, deputies, and state troopers could spend a few minutes during school hours looking for young people who maybe should be in school that are driving (hanging) around.
i take it that it is part of the job of law enforcement to enforce the truancy laws too...
