do i hear "KGB", "GUSTOPO" ?
when you get pulled over now days, espeically at night, " have you been drinking " is the first thing out of the cops mouth.
in an age where our libertys age being challangaed daily. it would seem there is a better balance to this.
the cops have "TUNNEL VISION". plain and simple. if one of them tell me there is no "QUOTA" to meet every month, i say B.S.!!!! my wifes cousin is a cop. he told me that if they don't write at least a certain amount of tickets, it means that they are spending to much time at DUNKIN DONUTS.
not only that, they have a pool to see who can write the most chicken sh** ticket. the one who wins takes the money pool.
this is all paid for by your tax payer dollars. it amazes me that one person can change your life in an instant.

seven years spent in law enforcement, then a year spent in michigan, i can certainly see your points.
i have been pulled over four times in my life, twice in 30 years of driving, and TWICE IN SIX MONTHS HERE.
both times here, the first questions out of the nice officer's mouths were "have you been drinking", and it was halfway through the breathalyzer test that the first one asked me for identification. in neither case was i issued a citation.
if i had done any of this while i was a working cop, i'd have been suspended for 90 days.
i'm suspect of any "encounter" that doesn't start with "can i see your license, registration, and proof of insurance?" and follows up with "do you know why i pulled you over?
where i come from, "selective law enforcement" is illegal. it's the quickest way to get yourself in jail. we call it malfeasance in office. in other words, abusing your power.
GOOD cops are paid to enforce ALL the laws, not just the ones that make them money.
the longer i am here, the more i see law enforcement officers abusing the constitution.
i'm also discovering that complaining doesn't help. maybe i'm not talking to the right federal agency.

there may be some states that they will, but if what i'm witnessing is any indication, they will JUMP at the chance to further impinge on your rights and privacy.
wasn't it a police officer somewhere in michigan that thought it was a good idea to "peek" inside a house with an infrared detector to "see" what was going on inside???

Even The State Cops Do It
I know a guy that got pulled over last week on
I-96 when going the speed limit with cruise control on. State boy asks for drivers license and reg. and asks if he knows why he got stopped. He answers that no, he did not do anything wrong. (The cop was in the right lane going about 60 in a 70 zone) The cop then hands him back his papers and says that they are just "trying to slow things down out here".
The police state is here. I know a cop in the detroit metro area. He has more felony arrests than anyone else but gets crap when he doesn't write enough seat belt tickets or pull over everyone at 2 am to see if they have been drinking. He says that if they have been drinking he can see it in the way they are driving and then pulls them over, not for some b.s. taillight out or seat belt violation.

"malfeasance in office" thing? it extended to being "told" to write more tickets.
our standard reply to the questions of "quotas" was that "my chief doesn't tell me how many tickets to write, i can write as many as i want to."
we had to make EACH AND EVERY ONE OF THEM STICK.

This is purely opinion, but it seems that back in the good old days cops had plenty of common sense as well as discretion. Over the past number of years, discretion has progressively been taken away and common sense has largely gone out the window. One may be a function of the other, but this devolution is probably most evident in the enforcement of alcohol-involved driving offenses.
In Michigan, no actual driving is necessary to make the offense of Operating Under the Influence. If the keys are in the car, you're in the car and you make the threshold, you're done. Moreover, unless something has very recently changed, the threshold for impairment in Michigan is now only two hundredths of a percent. That's pretty much nothing...so be careful out there.

the trouble with cops today is....
they have tunnel vision. thier main focus is drunk driving. it's easy work, brings in lots of money, and with alcohol so available they don't have far to go to nab on.
you can't go out to dinner with you wife, have two drinks, WITH dinner. and then drive to your home. you can be totally fine but, because the cop saw you pull out of a resturant that serves alcohol. they pull you over, smell alcohol, your BUSTED.
it used to be that they were there to "SERVE AND PROTECT". now it's easy busts, and give me the money.
no, i don't respect police any more.

and you may be right about that loss of discretion thing.
by the way, in louisiana, we don't fine drivers for d.w.i., we just let them pay a "fee" to M.A.D.D. and the rest is just jail or parole.
therefore, we don't do as many d.w.i. arrests as they do here. we don't use it as a revenue source.
