    Introduced by Rep. Edward Gaffney on February 13, 2003, to authorize the withdrawal of a school district, city, village, or township from a community college taxing district upon a vote of the electors.

    This is racist, classist and just plain selfish. Gaffney is just a puppet for the rich who warn't happy having it all unless they can enjoy others not having even a hope of ever having anything. If you get this, more tax cuts and the death penality, you can starve 'em, force them to kills each other out of frustration and then kill them for doing it.
