- Introduced 2009 Senate Bill 404 (Cap film production subsidies ) to cap at $50 million annually the film production subsidies passed in 2008. The bill would also lower the value of the refundable credits to 35 percent of the production costs (vs. 40 or 42 percent), require 90 percent of the employees to be Michigan residents, and require monthly internet posting reporting detailed information on each production granted a subsidy. (Under current law an annual report must provide “the number and names of qualified productions begun or completed, the locations, the amount spent to produce each qualified production, and a breakdown of all production spending by all companies classified as goods, services, or salaries and wages.” The report actually filed by the state film office for 2008 can be read here (pdf).

- Supported 2008 House Bill 5841 (Give subsidies for Michigan film production ). Passed in the Senate (37 to 1) on March 20, 2008, to authorize a Michigan Business Tax credit of up to 42 percent of a film studio’s expenses for shooting a film or TV show in Michigan. The credits would be refundable, so if their value exceeded a studio's tax liability the state would send them a check for the difference.
