2009 House Bill 5384 (Create legislative “vehicle” for business tax hike )

This is a parliamentary device sometimes used for quickly adopting a tax increase in the event the votes are found for one as part of the process of closing a gap between the amount of state spending desired by most legislators, and the amount of revenue expected in the absence of a tax hike.

2009 Senate Bill 795 (Create “sobriety court interlock project” pilot program )

Patricia Birkholz (R) on September 9, 2009, to create a “sobriety court interlock project” pilot program, which has the intention “to reduce recidivism among alcohol offenders and that comply with the ‘10 guiding principles of DWI courts’ as promulgated by the National Association of Drug Court Professionals.” Individuals convicted of drunk driving who have had their license suspended would be able to get a restricted license if they participated in the program, subject to a number of restrictions and conditions.

David Agema (R) on September 2, 2009, to amend Initiated Law 1 of 2008 (repeal marijuana prohibition for medical purposes) to create a system where users would have to get their marijuana from pharmacists under a prescription, and the quantity dispensed could not be more than a 60 day supply. The bill would exempt pharmacists selling medical marijuana from laws banning illegal drug sales. Because this law was adopted in a popular vote, a three-fourths vote is required for passage.
