To prohibit the Department of Treasury from authorizing payment of an individual's successful claim against the state if the individual owes money for back-taxes, child support, or other unpaid levies. Only the amount of the successful claim that exceeds what the person owes could be paid. The bill revises administrative procedures to facilitate this.
