To require the state-authorized “medical control authorities” responsible for establishing certain treatment protocols in a county or region to establish protocols for ambulances carrying an “opioid antagonist” (such as Naloxone), and emergency services personnel being trained to administer them. Whether the vehicles actually carried these substances would be at the authority's discretion.
