To reduce the permit fees for dredging projects where 90 percent of the dredge material is shown to be sand, and allow the Department of Environmental Quality to bypass a 20-day objection period and issue permits if emergency conditions exist. This bill allows the objection period waiver, and House Bill 4400 reduces the fees.
