First and foremost was this bill at the request of the Natural Resources Commission/DNR? If not, then its just another one of the old tricks by politicians to use the Fund for their personal/political party slush fund. Given the fact the people were so weary of policicians stealing money from the Fund it is no wonder the people saw to it that written into the state constitution is a proviso that only the Commission/DNR have the authority to use these funds for the stated purposes.
If the intent is to dip into the Fund for for political reasons then the Legislature and Gov, if he signs it, are in for one helluva court room battle.
