This program and the Block Permit Program have been abused since their beginning, for years there was no policeing at all, the people were given as many permits as they wanted, they gave the permits to who ever they wanted, and some even sold them. when I inquired as to why the program wasn't policed the then Supervisor in Mio told me it was because they didn't have the manpower. they have fewer people now than they had then so why pass a law that you can't in force.
If the State is so set on doing away with the deer herd just have open season till they are all dead and be done with it.
