Virgil Smith, Jr. (D) on March 9, 2011, to require a state review team assigned to determine whether a local government needs an EFM to consult with the governing body of a local government before signing a consent agreement with the chief administrative officer on the unit taking remedial measures to avoid an EFM appointment.
