Passed 65 to 40 in the House on September 29, 2010, to create a government “New Economy Commission” with members representing various named interest groups (including the Michigan Strategic Fund and Economic Development Corporation that preside over selective business tax breaks and subsidies), and has the mission of developing “a statewide strategy for the enhancement, encouragement, and growth of the new economy” in Michigan. The term “new economy” is not defined in the bill. The commission would also be instructed to "develop a strategic vision for this state" that includes "economic development, international issues, outdoor recreation, land use, transit, and green initiatives".
