

2010 House Bill 6053: Revise pepper spray restrictions (House Roll Call 331)
Passed 103 to 4 in the House on July 1, 2010, to eliminate a prohibition on the use of pepper spray with a 10 percent oleoresin capsicum concentration in the reasonable defense of one's person or property. Under current law citizens are limited to 2 percent pepper spray.

Thats not how I read the proposal. The spray could be used in defense of yourself and your property. A firearm can't be used in defense of property only in defense of a person under certain conditions. Having the ability to carry pepper spray adds to your ability to defend yourself and adds the right to defend property.
