Give $1,000 to new car buyers

To grant a $1,000 refundable income tax credit to a person who buys a new vehicle in 2009, if the vehicle gets at least 20 miles per gallon. “Refundable” means the state writes a check for the amount of the credit over a person’s tax liability. Essentially, the bill would give $1,000 to buyers of new vehicles that meet the mileage standard.
