Mandate additional school appropriations

To require the legislature to match from other state tax and fee revenues the amount of net lottery revenue that annually goes into the School Aid Fund. The bill phases-in this requirement in 20-percent increments between 2007 and 2011. The lottery generates some $700 million for schools each year. To match this amount presumably would require either $700 million in spending cuts elsewhere in the budget, or a $700 million tax increase.
