Introduced by Sen. Shirley Johnson (R) on November 10, 2005, to allow local school districts to create regional employee health insurance purchasing pools with other districts, which would allow them to self-insure (not go through insurance companies). This would be made practical by Senate Bill 896, which would limit the pools' liability by shifting catastrophic claims to the state. Technically schools can create such pools now with state approval, but reportedly that approval is difficult to get and slow in coming.
Referred to the Senate Education Committee on November 10, 2005.
Substitute offered in the Senate on December 1, 2005, to replace the previous version of the bill with one that revises details but does not change the substance of the bill as previously described. The substitute passed in the Senate by voice vote on December 1, 2005.
