Restrict state college and university free speech restrictions

To prohibit state colleges and universities from restricting “expressive conduct” in public area unless the restriction serves a “compelling government interest,” is the “least restrictive means” for doing so, leaves open “ample opportunities” for expressive conduct and allows for “spontaneous assembly and distribution of literature.” Individuals aggrieved by violations could sue for up to $1,000.
