Authorize free ID for voting purposes

To allow an individual seeking to obtain a state identification card to submit an affidavit in lieu of a birth certificate or other nonphotographic ID document, if the individual is unable to obtain those documents for specified reasons. A state ID obtained in this manner would be valid for voting purposes only. See Hosue Bills 6066 and 6067 for context.

To eliminate the tie-bar of this bill to House Bill 6066, which means this bill cannot become law unless that one does also. HB 6066 is the main bill in this package and requires voters with no ID to prove identity within 10 days.
