Require DNR create forest trail map

To require the Department of Natural Resources to create a comprehensive inventory of state forest roads that are considered “state roads,” which identifies the condition and development level of the forest roads, and shows the types of motorized and non-motorized uses currently restricted on each segment, including seasonal restrictions. Also, to allow pack-saddle horses in parts of the forests that are otherwise closed to this activity, if it is to haul out game during hunting season.
