To revise a 1999 law that authorizes prefunding post-retirement health insurance benefits for government employees, so as to accommodate the Detroit city bankruptcy and a potential Detroit school district bankruptcy. Among other things the bill creates rules for compensation paid to board members on government trusts created for this purpose.
