Require certain notifications about protected individuals

To require the court-appointed guardian of a protected individual to notify all “interested persons” if the ward is hospitalized for at least three days with an acute condition, and notify “heirs” of funeral arrangements within 24 hours after receiving word that the ward has died. Also, to allow a relative of the ward to petition the court for access to the ward, and grant this if a preponderance of the evidence shows the guardian denied contact with a person the ward desires to see.
