Incentivize county jails to not transfer inmates

To state prisons require the Department of Corrections to create a program to incentivize counties to keep prisoners in county jails rather than state prisons (if the prisoners are eligible for this based on various factors specified in current law). Counties that participate would get $35 per day per prisoner.
