To revise the law that authorizes a state-appointed emergency manager for a municipality that is heading for financial collapse due to persistently borrowing to cover spending more than the tax revenue they collect, by deleting a ban on the municipality’s governing body repealing any ordinance or order of the emergency manager for one year after the state receivership ends.
