Require governor approve agency agreements with feds

To require that before a state agency enters a cross-border memorandum of understanding with another state or the federal government, or makes a grant request, the item must be approved by the governor and filed with the Secretary of State. These agreements would then remain in effect only as long as that governor remains in office.
