Give ISDs money to identify “gifted and talented” students

To require Intermediate School Districts to identify “gifted and talented” students according to detailed criteria specified in the bill, and appropriate $2.5 million to pay them for this. The bill would also establish as “the intent of the legislature” a proposal to spend another $5 million on pilot education programs for these students.
