To require the state Public Service Commission to determine the rates at which utilities are mandated to purchase small amounts of customer-generate electricity under “net metering” and similar programs, using a methodology that includes intangible benefits (such as “benefit to society”) in addition to actual documented costs incurred by a utility in accommodating these small electricity sources.
