Revise effective date of new laws

To establish that, unless a bill specifies otherwise, bills passed by the legislature would go into effect 90 days after the governor has approved them and “filed” them with the Secretary of State. Under current law the “default” effective date of new bills after the legislature adjourns for the year. See also House Joint Resolution U.
