Institute Headlee Amendment unfunded mandate restrictions

To prohibit a state agency from imposing any new increase in local government services or activities unless the legislature has appropriated money to pay for it. The bill would also create a “fiscal note” process to quantify how much the mandate will cost. This and Senate Bills 389 and 390 are intended to bring the state into compliance with the Headlee amendment provision prohibiting the state from imposing unfunded mandates on local governments.
