Authorize property tax “user fee” in specified situation

To permit local governments to impose a “user fee” on property owners as a means of collecting revenue that exceeds the amount the state property tax assessment laws provide, if the property taxes previously paid by the owner were based on an assessment methodology that valued the property as if it was vacant and available for purchase, when it was actually occupied being used for a “substantial business purpose”.
