2015 House Joint Resolution P

Require “pay-go” rule on bills that reduce state revenue

Introduced in the House

April 28, 2015

Introduced by Rep. Jim Townsend (D-26)

To place before voters in the next general election a constitutional amendment to prohibit passage of any bill that would reduce state revenue or increase spending unless another bill is passed to cut spending or increase revenue from another source. The measure would also require a “fiscal impact note” to be prepared by the legislative fiscal agencies quantifying the projected impact of each bill on state revenues, local governments, businesses and citizens.
