Increase mandate on utilities

To reduce consumption to increase a mandate that electric and gas utilities undertake programs intended to cause net consumption to fall. The bill would gradually make the mandates more stringent by requiring annual reductions of 2 percent for electricity and 1.5 percent for gas.
