Criminalize state employees removing state markings from a state vehicle

To make it a crime subject to 90 days in jail and a $1,000 fine for a state employee to remove or conceal a distinctive registration plate or other external marking that clearly identifies a vehicle as state owned, with exceptions for valid investigation purposes.
