Expand allowable uses of school “sinking fund” taxes

To allow school districts to spend revenue from “sinking fund” property taxes on “technology,” including computers, software and communications devices. Under current law, sinking fund taxes may be used only for the purchase of land, or construction and (major) repair of school buildings. Regular school bonds may be used to fund a much wider array of activities. Schools are allowed to levy up to five mills in sinking fund property taxes.
