Mandate consumer opt-out of online database

To mandate that, except for banks, the owner or licenser of data included in an online database must conspicuously post an “opt-out” notice on the webpage that provides instructions for a consumer to demand that his or her personal identifying information not be shared or sold to a third party. The bill amends an identity theft law, and would also prohibit database owners from charging a person to view his or her personal information or have it removed.
