Impose "ultimate" sanction on charter school contract performance shortfalls

To require charter school authorizing bodies (primarily state universities) to submit annual reports on the status of charter schools they have authorized in meeting their contractual requirements. If the state determines that a school was not in compliance with its contract, the authorizing body would have to return to the state the fees it has collected as reimbursements for its authorizing and supervision expenses.
