Restrict "charterization" of lowest performing schools

To prohibit a charter school identified as being among the bottom 5 percent of Michigan schools from switching authorizers. Specifically, the entities that authorize charter schools (primarily state universities) authorizer would not be allowed to issue a charter contract to a low-ranked school that previously had a contract with a different authorizer. Because the current state school rankings are not adjusted for the socio-economic status of students, this the bill could have the effect of closing all charter in low-income, low-educational attainment areas.
