To give preference in granting state support for local storm water treatment projects to "low-impact land developments" designed to “mimic a site's presettlement hydrology without exacerbating downstream flooding or stream channel instability by using spatially distributed, decentralized, small scale controls that infiltrate, filter, store, evaporate, and detain storm water” close to its source.
