Revise film producer subsidy formula

To increase the percentage of film production personnel expenses used to calculate how much state subsidy money a particular producer may be granted. Under current law, up to $50 million in state tax revenues may be redistributed to film producers in the current fiscal year, with the amount going to particular projects based on a formula that includes these costs.
