Regulate prudent purchaser drug panels

To mandate that “prudent purchaser agreements” created by health insurance companies, HMOs, etc. to control drug costs, must allow customers to use any pharmacy willing to accept the same terms and conditions as pharmacies with whom the insurer has negotiated reimbursement arrangements. Violations of the extensive regulatory regime associated with this mandate would be punishable by up to four years in prison.
