Mandate MCCA use U.S. banks

To require the Michigan Catastrophic Claims Association to keep money only in financial institutions located in the United States. The MCCA is the private entity established to provide reinsurance to cover the liability of individual auto insurance companies to pay unlimited medical claims above $530,000 per incident, which they are required to pay under the state no-fault auto insurance law.
