Create state driver license and ID health info registry

To require the Secretary of State to create a state medical information registry, with drivers license and state identification card applications asking whether an individual wants to register a medical condition there, and the ID cards and licenses indicating this with a barcode allowing electronic access by a first responder or healthcare provider. The bill provides a confidentiality provision that prohibits access to or release of personally identifiable registry information for any other purpose.
