Expand vehicle accident chemical analysis testing

To revise a law establishing that if the driver of a vehicle involved in an accident is taken to the hospital and a sample of the driver's blood is withdrawn for medical treatment, the results of a chemical analysis are admissible in court to show the presence of alcohol or a controlled substance. The bill would expand this to include urine samples.
