Make vehicle title lien updates electronic

To allow the Secretary of State to develop and contract out an electronic system to process the notification and release of vehicle lender “security interests” for purposes of indicating on vehicle titles whether a lender has an interest in the vehicle. This and related bills would mostly replace an existing “hard copy” process for updating this information and mailing out new title documents to owners or lenders. The Secretary of State could require that all transactions concerning these issues be conducted through electronic means.
