Create delinquent child support “alternative contempt track docket”

To create an “alternative contempt track docket” for delinquent child support payers who are subject to one of several hardship conditions specified in the bill. This would allow the delinquent payer to avoid jail (be on probation) for 12 months if he enters and abides by an alternative payment plan.
