Revise foster care trust fund details

The bill would cap the administrative expenses the Fund could incur, revise membership of the fund board, and require the board to “collaborate” with state colleges and universities to “assist current and former foster care students who have unmet financial education needs and assist in the effort to create sustainable futures for those foster care students”.
