Expand mandate to allow service dogs

To expand a law that prohibits businesses and landlords from restricting access to seeing-eye and other service dogs, so it includes dogs used by veterans who have symptoms associated with post-traumatic stress disorder, traumatic brain injury or other service-related disabilities.
