Revise physical therapist scope-of-practice

To allow health insurance companies to not reimburse services provided by a licensed physical therapist unless the service has been prescribed by a physician. House Bill 5356 would repeal a prohibition on physical therapists providing service that has not been prescribed, while House Bills 5357 to 5360 would establish that insurers can still require prescriptions if they choose. The same proposal is contained in Senate Bills 690 to 694.
