Cut state income tax rate

To reduce the state income tax by 0.1 percent each year starting in 2017, but only if in the previous year the amount extracted by this tax grew by at least $300 million, and the increase exceeded the inflation rate. This would begin on Oct. 1, 2017. See also House Bills 5265 and 5266, which would cut the current 4.25 percent rate to 4.05 percent in 2016.
