Exempt Detroit Woodward streetcar from “legacy cost” liability

To revise a <a href="http://www.michiganvotes.org/SearchLegislation.aspx?CategoryID=0&amp;Keywords=street+railway&amp;StartMonth=1&amp;StartYear=2008&amp;EndMonth=12&amp;EndYear=2008&amp;Results=50&amp;op=Search">Detroit “light rail” line</a> legislative package enacted in 2008 to create a Woodward Avenue streetcar, so as to establish that the operator would not be liable for any “legacy costs” incurred by the Detroit Transportation Department (presumably including unfunded employee pension liabilities). Also, to exempt the property, income, and operations of this entity from all state and local taxation. See also House Bill 5168, which would authorize the Detroit area regional transportation authority created by a 2012 law to enter agreements to operate this line.
